Bom já que o sistema não deixa voce entrar pelo WHM para desativar o  cPHulk Brute Force Protection. A solução é fazer via SSH, use os comandos:

Para desativar

# /usr/local/cpanel/etc/init/stopcphulkd

Para Ativar

# /usr/local/cpanel/etc/init/startcphulkd
